Rationale The Philippines is currently in a state of learning crisis, with the nation's educational outcomes trailing behind those of its Southeast Asian neighbors. According to EDCOM II, poor learning conditions persist - 23% of Filipino children are at risk of irreversible cognitive deficits due to malnutrition, while access to early childhood education remains limited. Students entering Grade 3 lag one to two years behind curriculum expectations. By the age of 18, Filipino youth have typically received an equivalent of only 7.5 years of education. Data from the Philippine Statistics Authority (2024) also reveal that more than 24 million Filipinos aged 10 to 64 are functionally illiterate. International assessments such as TIMSS and PISA further highlight the urgency of the situation, showing Filipino students ranking the lowest among 58 participating countries in Mathematics and Science. Given this, the future of the country's human capital is at risk of ceding ground to the rapid technological development brought by artificial intelligence, robotics, big data, and the Internet of Things—which demand a workforce equipped with advanced skills and adaptability. Urgent and innovative reforms are required to address these gaps, especially in Mindanao with 8 provinces having the lowest functional literacy rates.
