IPIL Director showcases research papers at two int鈥檒 policy conferences

In pursuit of advancing digital transformation in local governance, Dr. Adrian P. Galido of the College of Computer Studies (CCS) and Director of the Institute for Policy Innovation and Leadership (IPIL), presented research papers at two international policy conferences: the Public Management Research Conference 2025 (PMRC 2025) and the 7th International Conference on Public Policy (ICPP7). 

Dr. Galido’s studies explore how digital strategies and data literacy are transforming the way local governments and grassroots health systems operate, particularly within the Philippine context. His studies highlight both critical challenges and policy recommendations.  

At PMRC 2025, held from June 25 to 28, 2025, in Seoul, South Korea, Dr. Galido presented his study, “Exploring Digital Transformation of Local Governments,” in a session chaired by Prof. Yanto Chandra of the City University of Hong Kong. The study was conducted under the mentorship of Dr. Sreeja Nair of the Lee Kuan Yew School of Public Policy of the National University of Singapore. 

Themed “Promoting Democratic Values through Public Management,” the PMRC 2025 was organized by the Public Management Research Association and the Graduate School of Public Administration of Seoul National University. 

According to the Conference Lead Coordinator, Prof. Tobin Im, the event provides a “vibrant and dynamic forum for academic discourse on public management.” In addition, the role of the public sector in navigating and addressing the challenges from rising polarization and the ever-changing landscape has also been emphasized.

Dr. Galido’s second presentation took place at ICPP7, held from July 2 to 4, 2025, at Chiang Mai, Thailand. In a session chaired by Dr. Sarah Ball of the University of Queensland and Dr. Christopher Walker of the Australia and New Zealand School of Government, Dr. Galido presented the study, “Data Strategy for Digital Governance: The Case of a Community-based Health System.” The study was a collaborative effort with CCS students, Kharen Mae Caldo, Karyl Claire Derecho, and Maicah Gerodias, Assoc. Prof. Gloria Shiela Coyoca from the College of Health Sciences, and Asst. Prof. Jerina Jean Ecleo from CCS, respectively. This study assessed the data literacy and analytics capabilities of barangay health centers in Iligan City. 

The ICPP7 conference, attended by over 1,100 policy scholars predominantly from Asia, Europe, and North America, was hosted by the International Public Policy Association and the School of Public Policy of Chiang Mai University. 

Dr. Galido’s participation in these conferences signifies a milestone for 缅北禁地-IIT, marking its presence in regional and global discourse on digital transformation in local governance. The conferences have provided meaningful opportunities not only to showcase research but to learn and receive feedback from global peers on the digital transformation initiatives in the Philippine context.
